On-site Investigation of "System Engineering Theory and Application of Intelligent Interconnection Systems", the Basic Science Center Project of the National Natural Science Foundation of China

On September 28th, the Management Science Department of the National Natural Science Foundation of China (NSFC) organized an on-site inspection of the Basic Science Center Project of "System Engineering Theory and Application of Intelligent Interconnection Systems" in Hefei. Academician Hou Zengqian, Deputy Director of NSFC, Zhang Hongwen, Deputy Governor of Anhui Provincial People's Government, Liu Zuoyi, Deputy Director of the Management Science Department of NSFC, Wu Jinsong, Deputy Secretary General of Anhui Provincial People's Government, Yao Qun, Deputy Director of Anhui Provincial Department of Science and Technology, Chu Changlian, Deputy Director of Anhui Provincial Department of Education, and Yu Qijun, Secretary of the Party Committee of Hefei University of Technology attended the on-site inspection meeting. A group of 9 experts led by Academician Tang Lixin, Vice President of Northeastern University, Professor Liang Liang, the project leader and key member of the Basic Science Center, Academician Yang Shanlin, and Professor Zheng Li participated in the on-site inspection meeting.

Hou Zengqian introduced the background and significance of the Basic Science Center Project of NSFC. He pointed out that the Basic Science Center Project aimed to concentrate and integrate domestic advantageous scientific research resources, target international scientific frontiers, attract and gather outstanding domestic and foreign scientific and technological talents, provide relatively long-term and stable support for researchers to devote themselves to research and exploration, and form an academic highland with significant international influence.

Zhang Hongwen introduced the innovation-driven development strategy and technological innovation development achievements of Anhui Province, and was full of expectations for the future development and research of the Basic Science Center Project at Hefei University of Technology. He emphasized that the Anhui Provincial Government attached great importance and would fully support the construction of basic science centers and the development of related scientific research work.

Yu Qijun delivered a welcoming speech on behalf of Hefei University of Technology. He pointed out that in recent years, HFUT has experienced rapid development in various fields, and its ability to meet national strategic needs and serve economic and social development has been continuously improved. The“HFUT model”that focuses on demand transmission and integration of government, industry, university, research and application has been upgraded, making important contributions to the economic and social development.

Liu Zuoyi introduced the content and form of the on-site inspection, and emphasized the relevant requirements for it.

The on-site inspection expert group heard a report from the project leader, Professor Liang Liang, who provided a detailed introduction to the Basic Science Center Project from the perspectives of project background and research team, research direction and scientific issues, research plan and technical route, and management mechanism and guarantee conditions. After listening to the project team's report, the on-site inspection expert group had a discussion with the project leader, key members of the project, and leaders of units such as Anhui Provincial People's Government, Hefei University of Technology, Tsinghua University, and Global Energy Internet Research Institute Co., Ltd., and inspected the research conditions and foundation of the supporting units.

After thorough discussion, the expert group concluded that the project team achieved a number of high-level research results in response to major national needs and international academic frontiers, and provided a solid foundation for the establishment of the Basic Science Center Project; the research directions among project team members had strong complementation and collaboration, and the research conditions and software and hardware environment were good; the project research had originality, clear research objectives, and feasible research plans.

The Basic Science Center project of NSFC has been the highest positioned science foundation project by NSFC to date. The Basic Science Center Project of "System Engineering Theory and Application of Intelligent Interconnection Systems" is based on Hefei University of Technology, with Tsinghua University and the Global Energy Internet Research Institute as collaborative research units. This project focuses on the new features of intelligent interconnected systems, and carries out theoretical and methodological innovation in intelligent interconnected systems engineering from three levels: philosophical methodology, general scientific methodology, and specific scientific methodology of systems engineering. It closely combines the engineering practices of intelligent manufacturing service systems and energy internet systems, tackles the key technologies of systems engineering, and provides system engineering technical support for the development of intelligent interconnected systems. The project has successfully passed the on-site inspection and is expected to become the first Basic Science Center Project of NSFC hosted by Anhui Province.
